A provisional is an employee who has been appointed to a competitive class position without having taken a competitive examination; therefore a provisional employee has no permanent status in title, and may not avail himself/herself of the grievance procedure.
However, as of January 1991, provisionals who have served the same college of the City University of New York continuously for two years, are covered by a limited contractual due process procedure. Consult your Shop Steward or call Union Headquarters should you need assistance.
