On June 10, 2016, City University of New York Chancellor James B. Milliken and Henry Garrido, the Executive Director of District Council 37, AFSCME, AFL-CIO, and its affiliated locals, announced that a tentative contract settlement has been reached on a collective bargaining agreement providing 10.41% in wage increases over 87 months.

Covered members will vote on the contract by mail ballot, which will be sent out on July 1, 2016 by the American Arbitration Association.

Among the contract highlights:

  • Locals Covered – Members of Locals 375, 384, 983, 1407, 1597, 1797, 2054 and 2627 who work at CUNY.
  • Term of the Contract – 87 Months; Nov. 1, 2009 to Jan. 31, 2017
  • $1,000 Ratification Bonus – Lump sum payment payable upon ratification. Pro-rated for other than full-time employees (pensionable, consistent with applicable law).
  • Compound Wage Increases – 10.41% in wage increases over 87 months

    2.5% May 1, 2013
    2% May 1, 2014 
    2% May 1, 2015
    1.5% May 1, 2016


  • Retroactive Pay on All Wage Increases
  • $15 Minimum Wage – CUNY has agreed to implement the $15 minimum wage schedule for those members who make less than $15; by the end of 2018, all will earn $15 an hour.
  • Health Benefits Preserved With No Premium Insurance Costs
  • Welfare Fund Increases – $200 per active/retiree annual rate increase to the welfare fund effective Jan. 31, 2017.

DC 37 CUNY Economic Agreement – Ratification Procedure 

Members covered by the DC 37 CUNY Economic Agreement will be voting by mail ballot conducted by the American Arbitration Association. AAA will mail the ballots on Friday, July 1, 2016 and the count will be held on Monday, July 18, 2016. AAA generally allows at least one week from the mail-out date for the ballots to reach their destinations. Covered DC 37 members should call 1-800-529-5218 if they have not received a ballot by Friday, July 8, 2016.
